Low Carbon has received Development Consent Order approval from the Secretary of State for Energy Security and Net Zero for the Beacon Fen Energy Park, a 400MW solar and 600MW co-located BESS Nationally Significant Infrastructure Project near Sleaford in Lincolnshire, with construction expected in 2027. This is the second NSIP consent Low Carbon has achieved in Lincolnshire, following the 500MW Gate Burton Energy Park approved in 2024.
Low Carbon is a London-headquartered independent power producer and renewable energy developer, founded by CEO Roy Bedlow, with approximately 240MW of solar farms commissioned across the UK in 2025 alone. In June 2025, Low Carbon sold a pipeline of 350MW solar and 85MW battery projects to TotalEnergies while retaining and expanding its own IPP portfolio. The Beacon Fen Energy Park will generate sufficient electricity to cover the consumption of approximately 130,000 UK homes, mitigating approximately 72,000 tonnes of CO2 emissions annually.
The structural driver is the UK government's Clean Power 2030 target requiring large-scale solar and storage consents at NSIP scale to be approved and into construction within the decade. Beacon Fen's 400MW solar and 600MW BESS combination reflects the co-location dynamic now standard across UK utility-scale projects: grid connections secured for single-site NSIPs are valuable at scale, and pairing 600MW of storage with 400MW of solar maximises revenue streams from the same grid connection point , capturing wholesale market and balancing mechanism revenue from storage alongside contracted solar output.
Low Carbon's two-NSIP Lincolnshire track record in consecutive years demonstrates that repeated large-scale consent in the same geography is viable when developer relationships with planning authorities and grid operators are established.
For the sector, the Beacon Fen approval confirms that the new DESNZ ministerial team is clearing the NSIP solar pipeline at pace, which directly benefits the Clean Power 2030 programme across the board.
