Low Carbon has filed a Section 36 planning application with the Scottish Government's Energy Consents Unit for the Forsinain Forest Wind Farm, an onshore project in the Scottish Highlands with a proposed capacity of up to 86MW.

Low Carbon is a privately-owned renewable energy investor and developer headquartered in London, founded in 2011 and active across solar, onshore and offshore wind, waste-to-energy and battery storage; the company has raised $685 million in external funding to date and does not disclose turnover. Low Carbon was acquired by CVC DIF in January 2026, and Forsinain Forest is its third Scottish wind farm to reach the planning stage.

The structural driver is the routing of new onshore wind capacity onto commercial forestry rather than peatland, as developers and the Scottish Government work to expand generation without encroaching on protected habitat. The proposed site sits roughly 3km north of Forsinard and 16km south of Melvich, within non-native commercial forestry and outside the boundary of the Flow Country UNESCO World Heritage Site, one of the largest blanket bog systems in the world.

If consented, the project would comprise up to 12 turbines alongside new and upgraded access tracks and a substation, with the site expected to generate approximately 318,000MWh of electricity annually once operational, enough to supply the equivalent of tens of thousands of homes.

The application adds to a pipeline of Highland wind projects competing for grid connection and planning capacity as Scotland works toward its share of the UK's 2030 clean power targets, with the Energy Consents Unit responsible for determining applications above 50MW under Section 36 of the Electricity Act 1989.

For the sector, Forsinain Forest illustrates how developers are increasingly siting new onshore wind on commercial forestry land to reduce consenting risk around peatland and habitat protections, a pattern likely to shape where the next wave of Scottish wind capacity is built.
